国内邮轮群体性事件协同治理探析

A Discussion on Coordinating Management of the Mass Disturbances on Domestic Cruise Ships

国内邮轮群体性事件是在气候、人为、心理等因素综合作用下的特殊类型群体性事件,其具有发生空间有限、行为方式过激等特点。国内邮轮群体性事件协同治理中存在着多元主体协同机制不健全、执法主体处置过程不协同、治理主体应急预案不完善等问题,可通过优化协同治理网络、加强应急能力与协同机制建设、鼓励非政府组织参与治理等方式加以完善。

The mass disturbances on domestic cruise ships represent a special form of mass disturbances under the integrated effects of climates,people and psychology, which are characterized by limited occurrence space and radical manners. Coordinating management of the mass disturbances on domestic cruise ships witneses defective multi-agent cooperation mechanism,lack of coordination in disposal process of the law enforcement subject, and defective emergency management plan. Therefore, efforts need to be made to improve coordinating management of the mass disturbances on domestic cruise ships through optimization of coordinating management network, intensification of emergency handling capacity, construction of coordinating mechanism and encouragement of participation and governance of non-governmental organizations.
