上海市科技服务业发展现状与思路对策研究

Investigation on the Service Sector Index related to Science and Technology of Shanghai

科技服务业是现代服务业的重要组成部分,具有人才智力密集、科技含量高、产业附加值大、辐射带动作用强等特点。本文,在文献研究的基础上,提出了上海市科技服务业发展指数研究的初步框架,据此对上海科技服务业的发展现状进行了评估,并给出了树立基础良好区域的科技服务品牌,使创新资源加速聚集聚合聚变;集聚、培育、扶持科技服务从业人员,使上海成为相关人才高地;加强相关规章制度建设和政府管理改革,优化科技服务业发展环境对策建议。

Service sector related to science and technology is an important part of modern service sector, with the specifics of dense human intelligence, high-tech content, high added value, and extent influence. In recent years, Service sector related to science and technology in China developed fast ,with richer service content, newer service methods, more new service institutions, new status of service, and enhanced quality and capacity of service. After investigation on studies on service sector related to science and technology, we know that there have been rare results to estimate the development of the above described sector. To establish a method and an estimate system on service sector related to science and technology, which is reasonable, all-around, workable, comparable and can show the level of competition of an region, is of great importance and in practical need. This paper suggested a frame on the Service Sector Index related to Science and Technology of Shanghai（SSIST） and gave a result of that of the years 2016,2017 and 2018.And four advices to improve the sector of Shanghai have been given in this article.
