“21世纪海上丝绸之路”通道建设研究——以青岛为例

摘要 "21世纪海上丝绸之路"是"一带一路"倡议的海上之翼,而建设开放、安全的海陆空通道也是我国国家利益的需求所在。对海上丝绸之路"双支点"城市青岛与深圳、厦门、宁波和大连这五个国内沿海城市的通道建设水平进行测度比较和分析,结果显示,青岛的通道建设存在比较优势和劣势:青岛港的腹地经济环境较为优越,但港口基础设施建设不足;青岛流亭机场的基础建设设施条件较好,但机场规模小;青岛的公路密度虽在五市中排名第1,但轨道交通建设不完善。故而,建议青岛在"21世纪海上丝绸之路"通道建设方面应采取构建全球港口网络、完善基础设施体系、建立走廊保障体系等措施。 “The 21st Century Maritime Silk Road” is the maritime wing of “the Belt and Road Initiative”,and to build the open and secure sea, land and air corridors is in the national interest of China. By comparing and contrasting the corridor construction level in 5 coastal cities, namely, Qingdao, Shenzhen, Xiamen, Ningbo and Dalian, to identify Qingdao’s comparative advantages and disadvantages in corridor construction on the basis of evaluation criteria and indexes selection, the results show that the economic environment in Qingdao Port is superior, but the port infrastructure construction is insufficient; the infrastructure of Qingdao Liuting International Airport is good, but the scale of the airport is small; and although Qingdao has the highest highway density among the five cities, the railway construction is not perfect. Therefore, it is suggested that the corridor construction of “the 21st Century Maritime Silk Road” in Qingdao should take such measures as weaving a global port network, improving infrastructure system and establishing corridor safeguarding system.
