摘要
我国高校质量年度报告发布制度由三级报告组成,包含规制、规范和文化认知三个结构。目前,制度的框架已经形成,但在功能性、互补性、可比性以及数据和报告的可获得性方面还存在一定的模糊性。过去几年,高校质量年度报告已逐渐成为高校系统与环境之间反馈圈的一部分,是系统输出对环境输入的回应,作为系统输出正当性的证明。
The annual institutional quality reporting system in China’s higher education is a three-tiered system comprising regulative,normative,and cultural-cognitive structures.Currently,the framework of this system has taken shape while ambiguity still remains in its functionality,complementarity,and data/report accessibility.Over the past few years,this reporting system has become a part of the feedback loop operating between the environment and system,serving as a response of the system to the environment-generated supports and demands,with the purpose of justifying the legitimacy of the system’outputs for the input from the environment.
