控制污染物排放许可制实施现状的分析研究

控制污染物排放许可制是当前环境管理体制改革的核心内容之一,承担着整合现有环境管理制度体系、落实排污者责任、控制污染物排放等重要使命,将作为固定污染源事中事后环境监管的主要方式,实施对污染环境行为进行有效的约束和管控。以排污许可制的实施现状为切入点,整合分析相关数据和信息,研究探讨制度实际应用过程中的困境,进一步深层次挖掘问题成因,为优化和完善制度体系提出建议措施。

The pollutant discharge permit system is one of the core contents of the current environmental manage- ment system reform, it is sent to integrate the existing environmental management system, carry out the responsibility of the polluters and control the emission of pollutants. The system will be the main means of environmental regulation after the event of fixed sources of pollution. In the pollutant discharge permit system, environmental pollution behavior is effectively constrained and controlled. Based on the current situation of the implementation of the pollutant discharge permit system, this paper integrates the analysis of relevant data and information, finds out the problems in the process of system design and practical application, further excavates the reasons for the formation of the deep-seated problems, puts forward some suggestions for the optimization and improvement of the system.
