公路建设项目环境影响技术评估要点分析及常见问题探讨

公路建设项目具有点多、线长、面广、涉及的敏感目标及生态类型多、噪声及生态影响突出等特点,该类项目环境影响技术评估时应主要关注选线(选址)的环境制约性、评价范围内环境敏感目标调查的全面性、准确性及噪声和生态影响预测的可靠性等要点。针对环评文件选线(选址)方案环境比选较随意、环境质量现状调查不规范等常见问题提出建议,以期为公路建设项目环评文件审批及技术评估工作提供参考。

The highway construction project has many characteristics such as multi-point, long line, wide surface, many sensitive targets and ecological types, and noise and ecological impacts are prominent. Therefore, the envi- ronmental impact assessment of this project should focus on the environment restraint of the line selection （site selection）, the comprehensiveness and accuracy of environmental sensitive targets survey and the reliability of noise and ecological impact prediction. In order to provide reference for the approval and technical evaluation of EIA documents for highway construction projects, aiming at the existed problems, such as the selection of environmental assessment document （site selection） is optional and the investigation of environmental quality is not standard, some suggestions are put forward.
