摘要
21世纪初,台湾地区展开新一轮品格教育,其动因是台湾经济高速发展的同时相对忽视了人的德性发展,1998年九年一贯制课程改革导致部分学校的教育沦为"缺德"的教育;同时,企业的可持续发展要求德才兼备的毕业生。台湾地区于2003年推出《品德教育促进方案》并分阶段执行,通过品德本位校园文化营造计划和品格教育推展行动联盟发动民间力量,共同促进了新世纪品格教育的发展,其全人教育的理念和三个方面的做法尤其值得大陆借鉴:一是以"种子师资"带动全体教师发挥立德树人的作用;二是保证品格教育政策执行的阶段性和操作性;三是校园文化和校外场域形成合力对学生施行品格教育。
A new round of character education was launched in the early 21st century in Taiwan. The reason for this is that at the time when Taiwan economy has developed at the high speed its moral development has been relatively neglected. The nine - year curriculum reform in 1998 led some schools to degenerate into "unethical" education, and at the same time, the sustainable development of enterprises required graduates with both ability and integrity. Therefore, in 2003, Taiwan launched the "Moral Education Promotion Program", which was implemented by stages. Furthermore, through the ethics-oriented campus culture building plan and the character education promotion action alliance, it launched a non- governmental force to promote the development of its character education in the new century. In fact, Taiwan's concept of all-person education and the practices in three aspects are especially worthy of reference by the mainland. The aspects include the role of all teachers in moral education driven by the "seed teachers", the assurance of the implementation of character education policy in stages and maneuverability and performing character education by both campus culture and the off-campus field.
