地市高职培育新型职业农民的实践探索与发展思考

Thinking of Cultivating New Type of Professional Farmers in Farmer College in Local Higher Vocational Colleges

湖州职业技术学院主导创办的湖州农民学院创新体制机制,培育新农民;优化资源配置,打造新农民;城乡统筹发展,孕育新农民。学院提出湖州市新型职业农民培育要创新理念,实现由"供需脱节"向"需求导向"转变;创新体系,实现由"零打碎敲"向"整体推进"转变;创新模式,实现由"传统培训"向"现代培训"转变;创新评估,实现由"过程评价"向"绩效评价"转变。下一阶段,要进一步理清新型职业农民概念,分层分类开展新型职业农民认定,科学有序地开展新型职业农民培训,建立新型职业农民政策扶持体系,探索建设现代产业园区和农民创业园,鼓励农民创新发明。

Huzhou Farmer Colelge, which was founded by Huzhou Vocational and Technical College, innovates system and mechanism to cultivate new farmer, optimizes the allocation of resources to create new farmers, and balances development between urban and rural areas to give birth to new farmers. The college proposes that New Farmer Training in Huzhou should innovate theory to realize the transition from＂supply and demand disconnection＂to＂demand orientation＂, innovate system to realize the transformation from＂traditional training＂to＂modern training＂, as well as innovate assessment to realize the transformation from＂process evaluation＂to＂performance evaluation＂. In the next stage, we should further clarify the concept of new-type professional farmers, carry out identification of new-type professional farmers by stratification and classification, carry out training of new-type professional farmers in a scientific and orderly way, establish a policy support system for new-type professional farmers, and explore the construction of modern industrial parks and pioneering industrial parks to encourage farmers to innovate and invent.
