Research on "The Belt and Road" Infrastructure Investment and Financing Cooperation Mechanism

＂一带一路＂倡议提出以来,沿线基础设施建设取得了巨大成果,但仍然面临资金缺口大、沿线国家参与热情不高、合作机制不健全的问题。＂一带一路＂跨境基础设施作为国际公共产品,空间范围上横跨多个国家或区域,相关利益方涉及多国政府主体,各国在基础设施投融资合作方面,针对各自利益展开较为复杂的博弈。通过构建＂一带一路＂国家间基础设施投融资合作博弈模型,论证了各国参与＂一带一路＂基础设施投融资合作并获得收益的可行性。在此理论基础上,提出构建＂一带一路＂基础设施投融资合作机制的构想,以保证各国的行动保持在博弈的纳什均衡点上,进而实现区域整体利益最大化。

Since ＂ The Belt and Road＂ initiative was put forward in 2013,there have been tremendous achievements on the infrastructure construction.However,problems like huge funding gap,lack of enthusiasm of countries along the routes for participation,and theinadequate cooperation mechanism,still exist.As international public goods, ＂ The Belt and Road＂ crossborder infrastructurestretch across multiple countries or regions,involving multiple stakeholders from various countries.The relatedprofit-maximizing countries will conduct games on infrastructure investment and financing.Through analyzing the game theory model amongthe countries along ＂ The Belt and Road＂ on infrastructure investment and financing cooperation,feasibility of cooperationis demonstrated.Then,the conception of constructing ＂ The Belt and Road＂ infrastructure investment and financing cooperation mechanism is proposed,ensuring the strategies of related countries remainingon the Nash equilibrium point of the game,whichmaximizes interests ofthe overall region.
