总体规划改革背景下的专项规划编制发展趋势探讨——以湖南省为例

Discussion on the Development Trend of the Special Plan in the Context of Master Plan Reform——Example Based on Hunan Province

为了适应城市的内涵式发展的需要,城乡规划编制体系需要改革;城市总体规划的改革方向,是＂定目标、定底线、定边界＂,以往那种＂事无巨细＂的管控将被避免,总规将成为空间资源统筹的平台和城市中长期发展的大纲。在总规改革的大背景下,专项规划作为落实总体规划的重要环节,如何让其更有用成为了目前规划改革面临的一大挑战。笔者通过对湖南省专项规划编制现状的分析,寻找其中的问题,并结合总规改革提出了未来湖南省专项规划编制提升的一系列建议。

In order to meet the needs of the city＇s connotative development,urban planning system needs to be reformed, and the reform direction of master plan is ＂setting the target,the bottom line and the boundary＂.The past kind of detailed control will be avoided.Master Plan will be the platform of space resources and the outline of the medium and long-term development of the city.In the context of the reform of Master Plan,Special plann is an important link in the implementation of Master Plan.How to make it more useful has become a major challenge for the current planning reform.Through the analysis of the present situation of Special Plan of Hunan Province,the author finds out the problems,and puts forward a series of suggestions for the promotion of the Special Plan of Hunan Province in the future.
