摘要
老城区更新与实施是大多数城市最为棘手的课题——历史要素的保护与城市发展的矛盾、产权情况的复杂性与模糊性、产权主体诉求的多元性、拆旧与建新经济帐难以自求平衡等问题或多或少都存在于大部分老城更新实践中,这些错综复杂的问题成为老城更新的桎梏。本文提出将产权单元作为老城更新的基础单位与工具,利用GIS平台建立评估体系,探索更新实施规划的工作路径,平衡好历史格局与资产的保护、再利用,平衡好多元产权主体诉求,是本文探讨的主要内容。
The Old Town Renewal is always a thorny problem of many cities:the contradiction between historical protection and urban development; the complexity and fuzziness of property rights situation; the plurality of the claims of the property rights subject;and the difficulty to strike a balance between breaking old and building a new. These complex issues have become the shackles of the renewal of the Old City.This paper puts forward the unit of property right as the basic unit and tool of the old city renewal. Establishing evaluation system and exploring the work path of updating implementation plan by using GIS platform.
