协商民主的伦理价值是一个集良善性、合理性和正当性三要素于一体的综合体,协商民主的良善性、合理性和正当性相辅相成,不可偏废,共同构建了协商民主伦理的价值所在。协商民主的良善性是基础,是目的善和手段善的有机统一;合理性是前提,是实质合理性和形式合理性的有机统一;正当性是保障,是协商民主理念、原则、制度、程序和实践行为的有机统一。从伦理价值角度出发,分析协商民主的良善性、合理性和正当性,廓清协商民主良善性、合理性和正当性之间的关系,有助于贯通协商民主的基础伦理体系,形成具有前后相继的递进性和逻辑一贯性的协商民主理念和制度。

The ethical value of deliberative democracy is the synthesis of leniency,legitimacy and rationality,which are complementary and none of them can be neglected. The leniency of deliberative democracy is the foundation,which is the organic unity of ends and means. The rationality of deliberative democracy is the premise,which is the organic unity of substantive rationality and formal rationality. The legitimacy of deliberative democracy is the guarantee,which is the organic unity of concepts,principles,systems,procedures and practices. From the ethical value,the purpose of the research analyzes the connotations and relations among the leniency,legitimacy and rationality,which is helpful to understand the basic ethical system of deliberative democracy,and to set up the concept and system of deliberative democracy with the characteristics of progressiveness and logical consistency.
