考虑发电集团利益主体协调的风电消纳调度策略 被引量:14

Dispatch Strategy for Wind Power Accommodation Considering Coordination of Power Generation Group Stakeholders

摘要 大规模风电并网的反调峰特性造成系统在负荷低谷时段弃风问题严重,在北方供暖期尤为突出。增强热电联产机组运行的灵活性,提高发电集团参与调峰的积极性,是解决这一问题的方法。提出了考虑发电集团主体协调的两阶段调度策略,将每个发电集团作为独立的利益主体,各自以集团发电煤耗量最小为目标进行调度。针对弃风问题,通过增加储热装置提高发电集团的调峰能力,引入调峰补偿实现发电集团内部自调节、集团间辅助协调的风电消纳策略,减少对其他发电集团出力计划的影响。通过多种调度模式算例对比,所提调度策略能够实现风电消纳功率最大化,保证集团利益,调动发电集团调峰积极性。 The anti-peaking characteristic of large-scale wind power has caused serious problem of wind curtailment during load valley period,which is particularly prominent during the heating period in the northern area of China.It is an important solution to improve the operation flexibility of combined heat and power units and the enthusiasm of power generation groups participating in peak load regulation.A two-stage dispatch strategy is presented by taking into account the coordination of different power generation groups.Each power generation group,as an independent stakeholder,is dispatched with its goal of the minimum coal consumption.Aiming at the problems of wind curtailment,heat storage devices are set to increase the capacities of power generation group participating in the peak load regulation.The compensation is introduced to realize the wind power accommodation strategy with characteristics of inner self-scheduling of power generation groups and auxiliary coordination among power generation groups.And the impacts on the output plans of the groups can be minimized.The results of a variety of dispatch modes show that the proposed dispatch strategy can maximize the wind power accommodation,ensure the benefits of power generation groups and improve the enthusiasm of power generation group to participate in the peak load regulation.
