摘要
本文构建了航天研究院航天产品研制创新能力评价指标体系,提出了向量体积改进的TOPSIS评价方法,实证分析了我国四家航天研究院的航天产品研制创新能力。研究结果表明:我国航天研究院航天产品研制创新能力评价指标体系由1个一级指标、4个二级指标、15个三级指标构成;向量体积改进的TOPSIS评价方法可行、有效,可以克服传统的TOPSIS评价方法有时无法排序的不足;我国四家航天研究院航天产品研制创新能力表现出明显的层次差别。本文研究结果可供政府、航天企业等参考、借鉴。
An evaluation system based on improved vector volume TOPSIS is innovatively applied to empirically analyze the innovation ability of four aerospace research institutes' product development. The results show that the evaluation system of Chinese aerospace research institute which contains 1 first-level indicator, 4 secondary indicators and 15 tertiary indicators could effectively solve the problem of traditional TOPSIS of sorting. There are significant hierarchical differences among the innovation ability of the four aerospace research institutes. These results provide good references for government and aerospace corporations.
