农村土地承包经营权确权登记工作面临的困境与对策——以山西省平定县娘子关镇某村为例

Dilemma and Solutions during Registering the Right to Operate Contracted Land in Rural Area, A Case Study of a Village in Pingding County, Shanxi Province

在我国深化农村土地制度改革,强化对农户承包经营权益的保护政策落实中,确权登记颁证制度作为其中的一项根本性和基础性工作尤为重要。2013年中央一号文件部署了农村土地承包经营权确权登记颁证工作,目标是用五年时间基本完成农村土地承包经营权确权颁证工作。但实践中有很多的新情况、新问题,尤其是农村环境的特殊性、地域性、复杂性等不容忽视。本次调研以山西省平定县某村为例,着眼于确权登记颁证工作所面临的困难,在深入分析问题成因的基础上,从理论明确和特色实践两方面出发,探讨行之有效的可行性对策。

It is a basic to confirm and register the right to operate contracted land and register in deepen the reform of rural land system and protecting rural householder＇s right to operate contracted land. The Central Committee of the Communist Party of China has arranged this work in No.1 Document on 2013.The goal is to complete the confirmation,registration and certification within five years. This work is conducted to deepen the reform of rural land system. There are many new situations and problems in practices. Especially the rural environment is a unique,complex,strong regional area. The object of this research is Cheng Village,Pingding County,Shanxi Province. The main research is focused on the problems and causes of this work and would provide basic information and ideas for the next step in research work.
