接轨上海、浙沪创新战略规划政策工具比较研究

A Comparative Study of Policy Tools for Innovation Strategic Planning between Zhejiang and Shanghai for Connecting with Shanghai

以《浙江省科技创新"十三五"规划》和《上海市科技创新"十三五"规划》为研究蓝本,从创新战略规划政策工具、创新驱动发展阶段和实施主体三个视角,对浙沪创新战略规划政策工具作比较研究,进而对浙江接轨上海、协同创新发展进行探析。统计分析显示,浙沪"十三五"科技创新政策有趋同的一面,不少政策工具相似、相近或异曲同工;但由于浙沪科技创新水平与目标等差异,浙江创新战略规划政策工具应用也有一些短板、甚至空白,需要进一步补充与完善;在此基础上,提出全面接轨上海,浙江与上海科技协同创新发展的一些想法与对策。

Based on the ＂13 th Five-Year Plan for Technological Innovation in Zhejiang Province＂ and the ＂13 th Five-Year Plan＂ of Shanghai Science and Technology Innovation, the three perspectives of the policy tools for innovation strategic planning, innovation-driven development, and implementation A comparative study of Shanghai’s innovative strategic planning policy tools will be conducted to analyze Zhejiang’s integration with Shanghai. Statistical analysis shows that the ＂Thirteenth Five-Year Plan＂ technological innovation policies of Zhejiang and Shanghai have converged, and many policy tools are similar,similar or similar. However, due to differences in the level of science and technology innovation between Zhejiang and Shanghai, there are also some innovation and strategic planning policy tools in Zhejiang. Short boards and even blank spaces need to be further supplemented and improved; on this basis, some ideas and countermeasures that fully integrate the technological innovation and development of Shanghai, Zhejiang, and Shanghai are proposed
