辽阳市麻疹监测系统运转质量的非整秩次秩和比法综合评价

Comprehensive evaluation based on non-integral rank sum ratio method of operation quality of measles surveillance system in Shenyang City

摘要 目的为促进麻疹防治工作,为麻疹监测工作质量提供新的方法和参考依据,综合评价2012—2015年辽阳市7个县(市)、区麻疹监测系统(Measles Surveillance System,MSS)的运转质量。方法应用非整秩次秩和比法,对辽阳市7个县(市)、区MSS的3项指标进行综合评价。结果经过非整秩次秩和比法统计得出各地区秩和比(RSR)值:白塔区、文圣区为0.908 9和0.989 8,辽阳县、太子河区和宏伟区分别为0.518 5、0.245 2、0.456 2,灯塔市、弓长岭区分别为0.174 2、0.242 5。根据RSR值将辽阳市7个县(市)、区的麻疹监测系统质量分为高、中、低共3档,将分档结果进行方差齐性检验(W=2.416,P>0.05)和单因素方差分析(F=26.986,P<0.05)各档差异有统计学意义。反应监测质量最好为白塔区、文圣区,辽阳县、太子河区和宏伟区处于中等,监测质量最差为灯塔市、弓长岭区。结论运用非整秩次秩和比法综合评价辽阳市7个县(市)、区麻疹监测系统工作质量,能够做到客观、科学、真实,为进一步制定策略提供依据,值得在MSS综合评价中推广。 [Objective] To promote measles control work,provide new methods and references for measles surveillance,and evaluate the operation quality of Measles Surveillance System(MSS) in seven districts(cities) and districts in Shenyang City from2012-2015. [Methods] The non-integral rank sum ratio method was applied in the comprehensive evaluation of three indexes in seven districts(cities) and districts of Shenyang City. [Results] By the non-integral rank sum ratio method,the rank sum ratio(RSR) value in Baita District and Wensheng District was 0.908 9 and 0.989 8 respectively,that in Liaohe County,Taizihe District and Hongwei District was respectively 0.518 5,0.245 2 and 0.456 2,while that in Dengta City and Gongchangling District was 0.174 2 and 0.242 5 respectively. According to the RSR value,the quality of measles surveillance system in seven counties(cities) and districts in Liaoyang City was divided into high,medium and low grades,and the results were analyzed by the homogeneity test of variance( W = 2. 416, P〉0. 05) and single factor variance analysis, and the difference was statistically significant(F=26.986,P〈0.05). The quality of MSS in Baita District and Wensheng District was the best,and that in Baita District and Wensheng District was at the middle level,while the quality in Dengta City and Gongchangling District was the worst.[Conclusion] The comprehensive evaluation based on non-integral rank sum ratio method of operation quality of MSS in seven counties(cities) and districts of Shenyang City is objective,scientific and true,can provide a scientific basis for further formulation of strategies and is worth promoting in the comprehensive evaluation of MSS.
