我国基本公共卫生服务现状及财政保障

Status quo and financial guarantee of basic public health services in China

目的通过对我国基本公共卫生服务现状及财政保障相关文献的研究,分析基本公共卫生服务财政保障实施过程中出现的问题,为推进基本公共卫生服务的可持续发展提供依据。方法通过对文献的收集、整理和总结来进行分析。结果我国基本公共卫生服务开展较顺利,但仍然存在地区、城乡及人群间非均等的情况;我国各地已相继建立了基本公共卫生财政保障机制,但投入总量不足、结构不合理和转移支付制度不合理等问题需要尽快解决。结论虽然我国基本公共卫生服务及财政保障研究已经取得了一定成就,但仍存在一些局限性:对边境地区、贫困地区及少数民族地区等的基本公共卫生服务财政保障研究较少;基本公共卫生服务与其他类似医疗保障、药品供应保障、健康扶贫等国计民生的卫生政策及领域相关联系研究较少;在政府财政转移支付制度研究上,缺少对转移支付效果评价机制的研究。

[Objective] By teasing out the current situation of basic public health services and the related literature of financial security research,to analyze the the problems in the process of equalization of basic public health services,provide evidence for promoting the sustainable development of basic public health services. [Methods] The analysis was performed through the collection,collation and summary of the literature. [Results] In the china,basic public health services the have been developing smoothly,but there are still non-equal problems in different areas,urban and rural areas and different populations. The basic public health financial security mechanism has been established throughout the whole China,but the issues such as insufficient total amount of investment,unreasonable structure and transfer payments system need to be resolved as soon as possible.[Conclusion] Although there are some achievements in the study of basic public health services and financial security in China,there are still some limitations as follows：there are few studies on the financial security of basic public health services in border areas,poverty-stricken areas and ethnic minority areas,there are few studies about the connection between the basic public health services and other policies such as medical security,drug supply and health poverty alleviation,and there are few research on the evaluation mechanism of transfer payment effect in the study of government fiscal transfer payment system.
