摘要
我国江河流域下游地区经济发达,是国家经济产业的核心区域,随着社会经济不断发展,这些区域对水资源的需求量也持续增加,水资源的短缺对经济发展的制约愈发明显.为改善这种局面,利用过境洪水资源成为一条解决问题的出路.过境洪水资源合理分配是利用过境洪水资源的前提与依据,目前我国对于该领域的研究尚处于发展阶段.构建以经济效益及社会效益最大为目标的过境洪水资源可利用量优化分配模型,采用遗传算法求解,对连云港市过境洪水资源利用进行实例研究,将过境洪水资源可利用量在连云港市5个地区、4个用水户之间进行分配.结果表明,分配模型及遗传算法适用于过境洪水资源可利用量分配研究,能够为其他地区过境洪水资源分配提供理论依据.
Downstream areas are always economically developed and the core areas of the national economy in dustry in China. With the socioeconomic development, water demand in these areas is growing. Water supply and demand contradictions have become increasingly prominent. In order to alleviate the situation, flood re sources utilization is one of effective ways easing the shortage of water resources. At present, the research on available quantity allocation model for transit flood resources is still in development in China. The available quantity allocation model for transit flood resources regarding the maximum socioeconomic benefit as the tar get is constructed in this paper. And the genetic algorithm is used to calculate the model. The China's I.i anyungang City is selected as a case study. The available quantity of transit flood resources in Iianyungang City is allocated to five areas and four water users. The allocation model and genetic algorithm can be used to analyze the available quantity allocation problem and provide the theoretical basis for available quantity alloca tion of transit flood resources in other regions.
