在介绍和分析河南省困难群众大病补充医疗保险制度内容和效果的基础上,探索困难群众大病补充医疗保险制度的构建:保险定位为政府主办,针对困难群众的补充医疗保险;整合各级财政资金,作为其稳定资金来源;合理扩充保险目录范围,采取分段报销;厘清政府和市场的边界,充分发挥商业保险公司作用。

Based on the introduction and analysis of the content and effect of the supplementary medical insurance for serious illness of poor people in Henan province, this paper wants to explore the construction of the supplementary medical insurance system for serious illness of the poor people. The system is such as define the insurance as government - sponsored supplementary medical insurance for the poor people, integrate financial funds at all level, take it as its stable source of funds, reasonably expand the range of health insurance directory, and adopt reimbursed in section, clear the boundaries of government and market, and give full play to the function of business insurance companies.
