福建省贫困地区贫困现状与致贫因素分析

Status and Reasons for Poverty in Poor Areas of Fujian Province

【目的/意义】通过总结制约福建省贫困地区发展的主要致贫因素,为扶贫攻坚的决胜时期提供现实的政策导向与建议。【方法/过程】利用福建省2014-2016年扶贫开发相关数据,分析贫困地区的贫困现状,并对福建省贫困地区的主要致贫因素及变化趋势进行相应分析。【结果/结论】个人能力因素、劳动力因素、资金投入,以及技术因素在2014-2016年福建省贫困地区致贫因素中平均占比排在前四位,是制约贫困地区发展的主致贫因素;提出了完善社会保障体系、落实人才吸引战略、加大扶贫资金投入和引进先进生产技术的对策建议,以期达到增强贫困户风险抵御能力、强化劳力素质教育、充裕扶贫资金、优化贫困地区产业结构的效果。

[Objective/MeaninglThe main purpose of this paper is to provide practical policy guidance and suggestions for poverty alleviation in the decisive period by summarizing the factors restricting the development of poor areas in Fujian Province. [Methods/ProcedureslUsing the data of poverty alleviation and development in Fujian during 2014 2016, we described the status, and the main factors for poverty and their changing trends for poverty in the poverty stricken areas of Fujian. [Resuhs/ConclusionslThe results showed that the personal conditions, labor force, fund in vestment, and technical level were the top four causes of poverty in poor households, which were the main factors that restricted the development of poverty stricken areas in Fujian during 2014 2016. Based on the above results, we pro posed to improve the social security system, implement talent introduction strategy, increase fund investment on pov erty alleviation and introduce advanced production technology, in order to enhance the risk withstanding ability of poor households, strengthen labor quality education, guarantee full funding for poverty alleviation, and optimize industrial structure in poor areas.
