第四任期伊始,普京便以颁布总统令的形式宣布了未来6年任期内的战略任务和国家发展目标:增加人口数量,提高生命质量;改善民生,减少贫困;加快经济发展速度,跻身世界经济五强;增强科技创新能力,确保世界科技五强地位;发展教育,成为世界十大教育领先国家;保护生态环境,维护生物多样性;改善出口结构,增加非能源原材料商品出口。上述内容是对10年前"普京计划"的延续和补充,也是对选民的承诺。显而易见,落实这些目标的前提条件在于有效地推动经济发展。根据有关国际经济组织和俄罗斯官方的预测,未来一个时期俄罗斯的经济增长仍然低于世界平均水平,这意味着俄罗斯经济赶超计划将面临巨大的挑战。从当前俄罗斯所处的国际环境和自身经济发展状况来看,要落实既定目标绝非易事。

At the beginning of his fourth term, Putin announced his strategic tasks and national development goals in the form of a presidential decree for the next six years are follows： increasing population size, enhancing life quality, improving people’s livelihood and reducing poverty, speeding up economic development and becoming one of the world’s top fve economies, enhancing capacity for scientific and technological innovation and ensuring the world’s top five position in science and technology, developing education into the world’s top 10 education countries; protecting the ecological environment and maintaining biodiversity; improving the export structure and increasing exports of non-energy raw materials. The above-mentioned contents are a continuation and supplement to the “Putin plan” 10 years ago, and also a promise to the voters. Clearly, the prerequisite for implementing these goals is to effectively boost economic development. According to the forecasts of international economic organizations and Russian government, the economic growth of Russia will be still below the world average in the future period, which means that Russia’s economic catch-up plan will face great challenges. Judging from the current international environment and economic development of Russia, it is not easy to achieve the stated objectives.
