中国应以网络命运共同体为价值牵引,在打击网络犯罪、网络恐怖主义和维护国家数据安排等领域积极展开网络空间国际合作,构建起大平台支撑、中平台补充和小平台务实的三层级网络空间国际合作架构,根据不同来源、性质和程度网络安全威胁多手段建立起良好的国际合作态势,联合世界各国共同构建和平、安全、开放、合作、有序的网络空间。

According to different sources, nature and extent of cyber security threats, China establishes a good international cooperation situation by many means, works together with the other countries of the world to build a peaceful, seems, open, cooperative and orderly cyberspace.
