中国特色自由贸易港政策体系的核心内容涵盖了投资贸易自由与便利、服务业开放、金融改革创新、人员自由流动、管理体制和法制建设等方面。为构建人流、物流、资金流自由进出的开放新高地,要以服务业开放为重点,使极简负面清单率先在自贸港落地;在自贸港营造虚拟的境外环境,建成基于高水平"单一窗口"的统一信息平台;加强"二线"监管能力建设,大力度放开"一线",在自贸港形成独特的监管体系、体现开放最前沿的便利化机制;建立起分离型离岸金融市场,提升自贸港的金融服务功能;形成有别于其他开发区域的人员自由、便利流动的特殊机制;抓紧自贸港立法工作。
