摘要
根据政策取向不同,可以将改革开放以来我国中小学教师队伍建设划分为四个阶段,即合格胜任型教师取向阶段(1985—1998年)、素质型教师取向阶段(1999—2009年)、专业型教师取向阶段(2010—2017年)、高素质专业化创新型教师取向阶段(2018年—)。在合格胜任型教师取向阶段,解决合格的教师数量问题是师资队伍建设的首要任务;在素质型教师取向阶段,提升教师队伍整体素质是师资队伍建设的重要任务;在专业型教师取向阶段,着力满足教师专业发展个性化需求,引领教师专业成长成为教师队伍建设和师资培训的重点;在新的历史时期,高素质专业化创新型已成为中小学教师队伍建设政策的新取向。
According to the different policy orientations , the team construction of primary and secondary school teachers in China since its reform and opening-up can be divided into four stages, namely, the qualified and competent teacher orientation stage (1985—1998 ) , the quality teacher orientation stage ( 1999—2009), the professional teacher orientation stage ( 2010—2017 ) , and the high-quality professional and innovative teacher orientation stage (2018——).In the first stage, the equipment of sufficient qualified teachers is the priority of teaching team construction. In the second stage , improving the quality of the teaching team is the important task of teaching team construction. In the third stage, catering to the individual requirements of teachers ’ professional development and providing them with proper guidance are the focus of teaching team construction. In the new historical stage, high quality, professionalization and innovation are the new orientations of the team construction of primary and secondary teachers.
