摘要
金融申诉专员的执行机构分为内部管理团队与业务管理团队两个部分。在处理这两个部分的关系问题上,有两种模式:一是聚合模式;二是分离模式。通过分析可以发现聚合模式优于分离模式。中国大陆地区虽然还不完全具备施行聚合模式的全部条件,但是可以有步骤地向聚合模式靠拢。
The executive body of the financial ombudsman is divided into two parts : the internal management team and the business management team. In dealing with the relationship between these two parts, there are two modes: one is the aggregation mode ; the other is the separation mode. Through the empirical analysis of the two indicators of the degree of general population coverage and GDP coverage of different financial ombudsmen, it can be found that the aggregation model is superior to the separation model. Although China's mainland does not yet have all the conditions for the implementation of the aggregation model, it can step closer to the aggregation model.
