人口老龄化背景下我国农村社区养老服务体系构建思路

Thinking about the Community Services for the Aged in Country under the Aging of Population Background

当前我国农村人口老龄化程度、老龄化速度均高于城市,且农村老龄化区域差异较大,农村老龄人口"空巢化"、"高龄化"问题突出。面对老龄化背景下不断增长的农村养老需求,从需求特点出发,本文指出构建农村社区养老服务体系是提高农村老年人生活质量,促进城乡一体化和公共服务均等化的重要思路。并从培育农村社区养老服务供给主体、丰富农村社区养老服务供给类型、拓展农村社区养老服务体系建设资金筹集渠道等方面提供了建议。

The rural population aging degree and speed is faster than the city in China, and there is a great regional difference in the rural aging population, with the country enter a period of r accelerated growth of population over 80 and ＂ empty nest＂ families. In the face of growing demand for rural endowment, this article points out that the construction of the rural community services system for the aged is the key to improve the rural elderly life quality, and it is useful to promote the urban - rural integration and the equalization of public service. Then give some advices on how to develop the supply subject, enrich the service type and construct financing channels of the community aged services in country.
