地方政府债务管理是当前我国财政、金融领域的一项重要工作。本文提出,地方政府债务管理的核心是规范融资平台发展,促进融资平台市场化改革,彻底实现政企分离,切断地方政府不合规融资的媒介。本文在系统梳理我国地方政府债务管理和融资平台市场化改革的相关政策、制度基础上,总结了融资平台市场化改革的进程,探究融资平台市场化改革的四大难题,并给出政策建议。

Based on the system combing China＇s local government debt management and financing platform market -oriented reform based on the related policy and system, summed up the financing platform of market - o- riented reform process, to explore the four big difficult problem of financing platform market - oriented reform, and gives policy recommendations.
