Research on Rural Moral Governance in China in the New Era

十九大报告提出实施乡村振兴战略的总要求是"产业兴旺、生态宜居、乡风文明、治理有效、生活富裕",实施乡村振兴战略要求加强农村基层基础工作,健全有效自治、德法结合的乡村治理体系。以提出乡村振兴战略的新时代为背景,对"新时代"和"道德治理"的内涵作了进一步梳理。从职业道德、家庭美德、社会公德和个人品德方面分别探讨了农村道德存在的主要问题,并从经济、社会和文化等方面深刻分析了存在这方面问题的原因。研究农村道德治理,将"农村道德"纳入"治理"体系,依据治理主体的多元性和互动性提出了实现农村道德治理必须遵循政府主导、社会参与、家庭依托和完善个人修养的现实路径。

The reports of the 19th National Congress of the Communist Party of China put forward that the overall requirementfor implementing a rural revitalization strategy is“ industry prosperity, ecological livable, township civilization, effectivegovernance, life is rich”, the implementation of rural revitalization strategy requires strengthening basic services in ruralcommunities,and improving the rural governance model which combines self-governance,rule of law,and rule of virtue. Thisarticle takes the village revitalization strategy as the background and by taking the new era of Rural Revitalization Strategy as thebackground,the connotation of“new era”and“Moral Governance”is further sorted out. From the aspects of professional ethics,family virtue,social morality and personal morality,the main problems of the existence of rural morality are discussed,and thereasons for this problem are deeply analyzed from the aspects of economy,society and culture. In the study of rural moralgovernance,“rural morality”is brought into the system of“governance”. According to the pluralism and interaction of the mainbody of governance,the realistic path of the realization of rural moral governance must be followed by the government leading,social participation family support and improvement of personal accomplishment.
