恐怖犯罪新趋势及城市应对策略研究

恐怖主义犯罪呈现出人员流动复杂化,犯罪策略灵活多变,袭击手段简单易用并转向高科技,恐怖组织人员呈现低龄化、复杂化,恐怖活动高发地区未变、蔓延区域在增加,暴恐袭击目标扩大化等新趋势。这些对安机关的情报收集和研判能力、城市反恐防控体系、城市恐怖主义犯罪打击机制形成了挑战。我国应完善防范和打击恐怖犯罪和极端主义犯罪立法,织密城市反恐怖情报工作"局域网",打通情报共享与协作的"互联网",以重点单位、场所为结点构筑城市恐怖活动预防与打击网,同时利用现代科技和发挥群众在城市反恐中的作用,以预防与打击恐怖主义犯罪。

Terrorism shows the complexity of the flow of personnel, the flexible and changeable strategy of crime, the simple and easy to use of the means of attack and the turn to high technology. The personnel of terrorist organization present the low age and complexity. The areas of high incidence of terrorist activities have not changed, yet spread and the scope of targets of terrorist attacks has been expanded. The situations have challenged the intelligence collection and research capability of security organs, the urban anti-terrorism prevention and control system, and the urban terrorism fighting mechanism. Our country should improve the legislation of preventing and combating terrorist crimes and extremism, and weave the ＂Lan＂ of anti-terrorism intelligence work in dense cities, and open up the ＂Internet＂ of information sharing and cooperation, and construct the prevention and attack network of urban terrorism with key units/places as the nodes, and use modern science and technology and bring the masses into urban anti-terrorism to prevent and combat terrorism.
