摘要
20世纪末,在新公共管理思想的指导下,英国警方积极探索本国警务监督制度改革,并在2002年颁布的《警察改革法》中规定设立独立于警察机关的投诉警察独立监察委员会,确立了投诉警察独立调查制度。这一制度不仅确保了投诉程序规范、便捷,处置过程公开、透明,而且注重保护警察合法权益,在实践中取得了良好的效果,缓和了紧张的警民关系。同时,该制度还根据社会发展和民众需要不断进行改革创新,因而对我国当前的警务监督制度改革颇具借鉴价值。
At the end of the 20 th century, under the guidance of the new public management ideas, the UK Police proactively reformed their police supervisory system. In 2002, the "Police Reform Act" was enacted, it established the Independent Police Complaints Commission, which was independent from the police agency, marking the creation of an independent system for the investigation of police complaints. This system not only ensured the standardization and convenience of complaint procedures and the transparency of the disposal process, but also paid great attention to the protection of the legitimate rights and interests of the police officers. It has achieved good results in practice and has eased tensions between the police and the citizens. In order to keep in line with social development and people's needs,the system is continuously carrying out reform and innovation. It is of great reference value to the current reform of the police supervisory system in our country.
