Reflection on Rural Finance Work under Supply-Side Structural Reform

中国特色社会主义新时代正处于经济新常态和供给侧结构性改革时期,银行业机构加强和改进农村金融服务工作,要加大涉农信贷投放,全力支持农业供给侧改革;大力发展普惠金融,促进农村金融服务转型升级;推进专业化机制建设,培育农村金融服务新动能;突出区域服务重点,助力农村产业融合发展;着力供给侧技术创新,提升农村金融供需契合度;构筑风险防控体系,改善农村金融生态环境;加强涉农信贷全面风险管理;实施差异化监管,强化服务三农政策引领。

The new era of socialism with Chinese characteristics is in a period of economic new normal and supply-side structural reform, in which banking institutions are strengthening and improving rural financial services. It is a necessity to increase credit to farmers and fully support the supply-side reform of agriculture, to vigorously develop inclusive finance and promote the transformation and upgrading of rural financial services, to promote the development of specialized mechanisms and foster new drivers of rural financial services, to focus on regional services to facilitate the integrated development of rural industries, to center on technological innovation on the supply side and improve the bond between rural financial supply and demand,to build a risk prevention and control system and improve the rural financial ecological environment, and finally to enhance the comprehensive risk management of rural credit and implement differentiated supervision and strengthen policy guidance for agriculture,farmers,and rural areas.
