"Changzhou Experience" of Ownership Reform of Rural Collective Assets

广西梧州市长洲区通过全面开展资产清查、民主界定成员身份、科学量化股权、成立股份合作社、搭建监管平台,开展了"资金+资产+资源"型、"资源+资金"型、"经营性资产"型、"集体资源"型、"土地经营权入股"型等几种形式的集体资产股份权能改革,探索出了赋予集体经济组织的法人地位、强化集体资产管理、通过改革将资源转化为资本等成功经验。

The Changzhou area in Wuzhou of Guangxi have carried out the ownership reform of collec-tive assets in several forms, such as ＂capital ＋ assets ＋ resources＂, ＂resources ＋ funds＂, ＂operational assets＂,＂collective resources＂, and ＂land management rights ＋ investment＂ through the overall assets inventory, de-mocracy defines membership, scientific quantitative equity shares, setting up cooperatives, constructing plat-form for supervision. It explored the successful experience of entrusting the legal person status to collectiveeconomic organizations, strengthening collective asset management and transforming resources into capitalthrough reform.
