提出了高碳产业评价指标,分析了资源型地区高碳产业发展面临的内部和外部的现实紧迫性,从技术创新、发展低碳能源产业、积极参与碳市场、能源体制变革等角度提出了高碳产业低碳发展的路径。

This paper puts forward the evaluation index of high carbon industry, analyzes the internal and externalrealistic urgency of the development of high carbon industry in the resource based area, and puts forward the path oflow carbon development in the high carbon industry from the perspective of technological innovation, the developmentof low carbon energy industry, the active participation in carbon market, and the transformation of energy system.
