摘要
福州大学城整体功能与预期目标存在差距。采用半结构式调研方法进行优化学习型区域的可行性调查后发现,通过成立新的学习促进机构,营造学习氛围,强化合作基础,创造利益共同点,构建竞争优势等措施,可以创建以人为本的学习型区域,解决人力资本与社会资本在发展中存在的人力资本培育偏差、社会资本积累低效、学习过程狭隘与僵化、学习制度错置等问题,实现知识经济效应,创造产值,引导区域再发展。
The analysis of the gaps of the overall function and targets of the university town proves that it is feasible to use the method of semi-framework in optimizing the learning area. A human-oriented learning area can be established by creating new learning promotion institutions,good learning atmosphere,strengthened cooperation,common interests and competitive advantages. A series of problems in the development of human capital and social capital can be solved,such as the training bias of human capital,inefficient accumulation of social capital,narrow and rigid learning process and misplaced learning system. The realization of knowledge economy and value leads to the prosperous development of the region.
