中国卫生费用及其筹资结构的地区差异分析

Analysis on Regional Differences of Health Expenditure and Its Financing Structure in China

目的中国卫生事业发展水平受经济发展、卫生政策、城乡差距等因素影响具有明显差异,分析各省市卫生事业发展差异的程度和原因对促进中国卫生事业发展、缩小区域医疗卫生发展不平衡具有重要意义。方法以人均卫生费用、政府卫生支出、社会卫生支出以及个人现金卫生支出占总卫生支出的比重为评价指标,基于2013年《中国卫生统计年鉴》数据,对2013年全国内地31个省市的人均卫生费用和筹资结构进行聚类分析。结果人均卫生费用和筹资结构的聚类分析出现了与经济发展水平不一致的东中西部省市混同的现象。结论在聚类结果分析的基础上,提出统筹兼顾地区之间与地区内部卫生事业的发展、确保政府在卫生工作中的主导地位、强化中央政府对卫生资源的宏观调控的政策建议。

Objective The development of China＇s health industry is affected by economic development,health policy,urban and rural differences and other factors.It is of great importance to analyze the extent and reasons of the differences in the development of health industry in various provinces and cities,which can promote the development of China＇s health industry and narrow the regional medical and health development.Methods Based on the data of ＂China Health Statistics Yearbook＂ in 2013,the per capita health expenditure,government health expenditure,social health expenditure and personal cash health expenditure in the percent of total health expenditure were selected and used as indicators.Cluster analysis was used to analyzes the per capita health expenditure and financing structure of 31 provinces and cities in 2013.Results The cluster analysis of per capita health expenditure and financing structure appeared not to be correspond to its economics status in the eastern provinces,central provinces and western provinces.Conclusion On the basis of the results of cluster analysis,the following policy suggestions are recommended：to coordinate the development of health care among different regions and regions themselves;to ensure the dominant position of government in health work;to strengthen the central government＇s macro-control of health resources.
