基于AHP的医院设备维修外包项目评价体系建立与风险控制

Construction and risk control of AHP-based evaluation system for hospital equipment maintenance outsourcing project

目的 :通过建立定量的服务绩效评价体系实现对外包服务项目的风险控制。方法 :依据医院自身的需求和上级部门的管理规定制定出20项评价指标,利用层次分析法(analytic hierarchy process,AHP)对这20项指标进行分析并计算各指标对应的权重,从而建立医院设备维修外包项目评价体系。依据该评价体系对2014—2017年的服务数据进行评估量化,计算出各年度的服务得分,并对低分指标进行分析,提出相应的改进措施。结果:2014—2017年各项指标得分逐年提高,外包公司的服务水平得到了提升,外包实施阶段和验证阶段的风险得到了有效控制。结论:在服务绩效评价体系的基础上进一步建立服务范围和服务价格标准体系并完善预警机制,有利于对外包服务项目进行全方位的风险控制。

Objective To achieve control risk of the outsourcing project by establishing a quantitative service performance evaluation system. Methods Totally 20 evaluation indexes were determined based on hospital requirements and the regulations of superior departments. Then the 20 indexes were analyzed and weighted with AHP to form an evaluation system for hospital equipment maintenance outsourcing project. The service data from 2014 to 2017 were quantified and evaluated with the system to determine the scores for each year, and some improvement measures were put forward for the indexes with low scores. Results From 2014 to 2017 all the indexes increased yearly, the service of the outsourcing companies was enhanced and the risk control was realized during the phases of outsourcing implementation and trial. Conclusion The risk control of outsourcing project can be implemented by standard system for service range and price besides the evaluation system.
