Study on the Construction of Shanghai Pilot Free Trade Zone International Trade “Single Window”

国际贸易"单一窗口"是推动中国口岸管理体制改革的重要举措,也是各国实施和推进贸易便利化的重要平台和基础设施。从上海自贸试验区"单一窗口"运行的实际情况看,存在着平台覆盖有限、系统功能尚待完善,跨部门协调难度大、信息互联互通有待加强,申报数据仍需简化和协调、申报标准需进一步统一等问题。因此,应积极借鉴国外"单一窗口"的先进经验和管理模式,按照循序渐进的原则分阶段分步骤实施,并形成可在全国范围复制推广的经验,为进一步提升我国贸易便利化水平提供支持。

International trade＂single window＂is an important measure to promote the reform of China＇s port management system,and also an important platform and infrastructure for the implementation and promotion of trade facilitation. According to the practice of＂single window＂,there still exists a series of problems,such as,platform coverage is limited,system functions remain to be improved,cross-sector coordination is difficult,information interoperability should be strengthened,declaring data still need to simplify and coordinate,declaring standards need to be further consolidated. Therefore,the international trade＂single window＂in Shanghai Free Trade Zone should learn from advanced foreign experience and management patterns. In accordance with the principle of gradual improvement and step-by-step implementation,the international trade ＂single window＂in Shanghai Pilot Free Trade Zone will accumulate experience that could be replicated and promoted nationwide,providing strong support for the upgrade of China＇s trade facilitation.
