鉴于国有企业的性质、双重目标以及参照私营企业改革存在的局限性,所以必须正视国有企业发展混合所有制的理性逻辑,这是在国有企业双重目标冲突约束条件下的一种理性选择的改革新思路,有助于实现社会福利最大化。除了让市场配置资源起决定性作用和更好地发挥政府的作用之外,还应加强国家作为股东的国有企业内部治理结构创新,这对于完善中国特色国有现代企业制度具有重要的现实意义。

Due to the dual goal conflicts of state-owned enterprises,their own nature and the limitations of referencing private-owned enterprises,we must face up to the new ideas of reform under the constraint of the dual-purpose conflicts of stateowned enterprises-to develop mixed ownership. In addition to strengthening the external governance mechanism and allowing the competitive market to allocate resources to play a decisive role and better playing the role of the government,it is also necessary to strengthen the innovation of the internal governance structure of state-owned enterprises as shareholders. It plays an important and realistic role in perfecting the state-owned modern enterprise system with Chinese characteristics.
