当前,我国正处于经济制度与管理体制发展转型的关键时期。完善政府经济管理职能、提升全面深化改革的效率与速度,是目前我国社会制度改革必须面对的一个重要问题。始建于二十世纪八十年代的我国政府经济管理职能制度,在过去三十多年的时间里为我国社会主义市场经济体制建设做出了重大贡献。但随着科学技术不断进步,社会发展理念、经济社会运行方式与社会生产方式都发生了巨大的变化。针对目前我国政府经济管理职能转变过程中面临的市场体系有待完善、公共服务职能转变迟缓、职能评估体系有所欠缺等困境,政府应当创造转变条件,完善市场体系、准确定位、依法行政;克服转变问题,提供公共服务、调整方式、规范权限;建立评估体系,明确评估原则、重塑主体、搭建框架。

The functional management system of the Chinese central government, which was established in the 1980 s, has made significant contributions to the construction of China＇s socialist market economy system in the past 30 years. However, with the continuous advancement of science and technology, great changes have taken place in the concepts of social development, economic and social operations, and social production methods. In view of the current difficulties in the transformation of the economic management functions of the central government in China, such as the need to improve the market system, the slow transition of public service functions, and lack of functional evaluation systems, the government should create conditions for transformation, improve the market system, accurately position, and administration according to law; To change issues, provide public services, adjust methods, and regulate authority; establish evaluation systems, clarify evaluation principles, reshape subjects, and set up frameworks.
