新型政商关系的构建:“亲”上加“清”

The Establishment of New Government-business Relations:Incorruptible Relationship on the Basis of Pro-business Environment

基于中国企业营商环境调查的数据,分别从产权保护、市场准入、融资环境、公共服务水平、基础设施完备度和企业行贿等方面分析了政商关系的"亲""清"现状,实证检验了哪些"亲"环境的打造更利于"清"关系的建立。研究发现,产权保护、市场准入、融资环境等"亲"环境因素会对"清"关系产生影响,公共服务水平和基础设施完备度对"清"关系并没有显著的影响。其中,产权保护对政商关系的影响最大,其次为融资环境,再次为市场准入。政府为企业提供的软性制度已成为影响政商关系是否清廉、市场竞争环境是否公平有序的重要因素。

Based on the data of China Private Enterprises＇ Survey and Business Environment in China,we analyze the current state between Pro-business policy and incorruptness of the government from the perspective of the property protection,market access,financing environment,the level of public services,infrastructure and enterprise bribery.An empirical study of which Probusiness policy is more conducive to the incorruptible relationship of government and enterprise has been conducted.It is concluded that such factors as the property protection,financing environment,market access will affect the relationship of government and enterprise,among which,property protection has the greatest impact,followed by the financing environment,and then market access,whereas the level of public services and infrastructure haven＇t shown any significant impact on the the incorruptible relationship of government and enterprise.The soft institutions provided by the government have become an important factor to influence whether the government business relationship is clean and whether the market competition environment is fair and orderly in the future.
