中国石油与阿联酋油气合作分析

阿联酋是欧佩克主要成员国,也是"一带一路"沿线重要支点国家,对国际油气市场具有一定影响力。阿联酋油气资源丰富,投资环境稳定,通过矿税制合同模式对外合作,保证政府收入和国际石油公司权益。但其属于高端油气市场,中国石油进入和获得认可的难度较大。2013年获取陆海项目以来,中国石油与阿联酋油气合作屡获突破。中阿在国家与公司层面战略相契合,双方的成功合作是中国石油打破西方公司对高端市场长期垄断的有益尝试,有利于促进阿石油资源与中国市场的优势互补,降低中国石油海外投资风险,优化资产组合。中国石油"小股东,大作为",发挥了一体化优势,形成良性循环,推动中阿油气合作迈上新台阶。未来中阿油气合作前景广阔,也面临挑战。

As a major OPEC member and an important fulcrum country along the route of the Belt and Road Initiative, UAE has certain influence on the international oil and gas market. UAE has abundant oil and gas resources, stable investment environment. It＇s foreign cooperation through the Concession Model would guarantee the government revenue and the rights interests of international oil companies. However, it is difficult for CNPC to enter and gain recognition in UAE due to it belongs to the high-end oil and gas market. After 2013 acquiring the Al Yasat Project in Abu Dhabi of UAE, oil and gas cooperation between CNPC and UAE has made breakthroughs. The strategy integration at both nations and companies and successful cooperation between China and UAE is a beneficial attempt for CNPC to break the long-term monopoly of western companies in the high-end markets, which is conducive to promote the complementary advantages of oil resources in UAE and the Chinese market, reducing the risk of CNPC＇s overseas investment and optimize the asset portfolio. The ＂small shareholders, big business＂ mode of CNPC brings into play the advantages of integration, forms a virtuous circle and promotes China-UAE oil and gas cooperation to a new level. In the future, China-UAE oil and gas cooperation enjoys bright prospects and also faces challenges.
