With the advancing of the successful practice of "one country, two systems" in Hong Kong and Macao, the teaching, research, and popularization of the Basic Law in these two regions are becoming more and more important. The status and role of the Course of the Basic Law in the legal curriculum system of colleges and universities is highly valued. The MOOC teaching practice of The Basic Law of the Hong Kong SAR shows that using the MOOC platform to set up the Basic Law curriculum has brought unprecedented breakthroughs and innovations to the teaching methods, learning effects, and popularization of the Basic Law. Therefore, it is necessary to sum up the innovative value and limitations of this education model for the education, talent training, and popularization of the Basic Law,and to look into its future development directions and optimization paths, so as to provide reference for MOOC education in China.
