新修订的《民办教育促进法》视角下的陕西民办高校分类管理研究

On the Categorized Management towards Private Colleges and Universities in Shaanxi Province from the Perspective of the Revised Non-State Education Promotion Law

民办教育实行分类管理是新修订的《民办教育促进法》及其配套政策的重大政策突破,是新时期我国民办高校发展的必然选择。本文从政策层面和运作层面对陕西民办高校实行营利性和非营利性分类管理的必要性与可行性进行了系统分析,并从立法角度就如何推进民办高校分类管理提出了若干政策建议。

The implementation of categorized management of private education is a major policy breakthrough in the newly revised ＂ Private Education Promotion Law＂ and its relevant supporting policies. It is an inevitable choice for the development of private colleges and universities in the new era. This paper systematically analyzes the necessity and feasibility of implementing profit-making and non-profit classification management in private colleges and universities in Shaanxi from the policy level and operation level and puts forward some policy suggestions on how to promote categorized management of private colleges and universities from the perspective of national legislation.
