改革开放以来,中国共产党领导人民从中国的国情和时代要求出发,围绕"建立什么样的社会"以及"怎样进行社会治理",探索和开拓了一条社会治理发展道路,由传统意义的社会管理走向共建共享共治的现代化社会治理。经过社会治理实践探索和制度建设,特别是中共十八大以来的探索创新,已经基本形成一套行之有效的具有显著的中国特色和独特优势的社会治理体系。党的十九大确立了建设社会主义现代化强国目标。当下,在全面建成小康社会的决胜阶段,社会治理面临新的阶段性特征,既蕴含新机遇,也伴随新挑战。中国社会治理的改革完善,应当结合世情、国情、社情、民情,置于经济社会发展全局中来谋划;应开放共治,增强社会治理的合力;应创新融合,推进社会治理科学化;应系统总结经验,加强顶层设计。

Since the reform and opening up,the Communist Party of China has led the people to explore and develop a path of social governance development from the perspective of China＇s national conditions and the requirements of the times,focusing on ＂ what kind of society is established＂ and ＂ how to conduct social governance. ＂ Social management is moving towards modern social governance with joint construction and shared governance. After the social governance practice exploration and system construction,especially the exploration and innovation since the 18 th National Congress of the Communist Party of China,it has basically formed a set of effective social governance systems with significant Chinese characteristics and unique advantages. The 19 th National Congress of the Communist Party of China established the goal of building a socialist modernization power. At the moment,in the decisive stage of building a well-off society in an all-round way,social governance faces new stage characteristics,including both new opportunities and new challenges.The reform and improvement of China＇s social governance should be based on the world situation,national conditions,social conditions,and people＇s sentiments,and should be placed in the overall situation of economic and social development. It should open up and co-governance and strengthen the synergy of social governance; innovation and integration should be promoted to promote the socialization of social governance; Summarize experience and strengthen top-level design.
