摘要
近年来存量工业区的转型发展备受瞩目,对于与转型路径相适应的规划呼声渐长。本文从规划编制的角度,选取外高桥和金桥自贸区两个地区的规划实践进行对比研究,旨在对上海的存量工业区规划实践提供经验借鉴。研究显示,存量工业区转型应首先因地制宜地提出园区发展模式,分类施策探索土地复合利用的方式,构建公共设施完善的方法与主动实施机制,聚焦规划的可实施性。
In recent years, the transition of built industrial areas has attracted more and more attention, and there is a great demand for the adaptability of plan. From the perspective of planning compilation, this paper conducts a comparative study of planning practices of Waigaoqiao Pilot Free Trade Zone and Jinqiao Pilot Free Trade Zone, to provide a reference for the planning practice of built industrial areas in Shanghai. The research shows that during the transition of built industrial areas, we should propose a development mode according to local conditions, explore mixed land use based on classified measures, develop public facility improvement methods and implementation mechanism, and focus on practicability of plans.
