摘要
公私合作(PPP)模式从制度层面提升了我国农田水利运作效率。以农田水利PPP项目为研究对象,首先界定了农田水利PPP项目,分析了农田水利PPP项目的运作思路及不同投资主体间存在的博弈关系。在此基础上,将演化博弈理论引入到政府与企业之间的利益博弈中来,重点分析并研究了政府和企业之间的合作策略,假设政府的策略集为补贴与不补贴,企业的策略集为努力与不努力,据此研究政府补贴行为和企业努力行为的动态性和均衡性,分析系统演化过程中演化稳定的影响因素并运用Matlab软件对研究结果进行仿真。研究结果表明,通过增加政府对企业的奖励金额、提高企业的外部效益、加大政府对企业的惩罚力度等,有助于提升农田水利的建成质量和运营效率。
The public-private partnership( PPP) model has improved the operational efficiency of farmland water conservancy in China from the institutional level. This article takes the farmland water conservancy PPP project as the research object,first defines the farmland water conservancy PPP project and analyzes the operation thought of the farmland water conservancy PPP project and the game relation between different investment subjects. On this basis,the theory of evolutionary game is introduced into the game of interest between government and enterprise. The cooperation strategy between government and enterprise is analyzed and studied. Supposing that the government's strategy set is subsidy and no subsidy,the enterprises ' strategy set is working hard and not working hard,the dynamics and balance of government subsidy behavior and corporate hard work behavior are studied,the evolutionary stability impact factors in the system evolution process are analyzed,and the Matlab software is used to simulate the research results. The study results show that increasing the amount of governmentto-business incentives,and improving the company ' s external benefits and the government ' s penalties for businesses,are helpful for improving the quality of farmland water conservancy construction and operational efficiency.
