摘要
集体林权抵押是深化集体林权制度改革的重要内容。文章阐述了集体林权抵押相关配套制度对于林权抵押的意义,分析了集体林权抵押相关配套制度即林权评估、森林保险和林权交易制度的现状和问题,提出了完善集体林权抵押相关配套制度的建议,以期推进集体林权抵押贷款,促进集体林业发展。
The mortgage of collective forest ownership is an important part of deepening the reform of collective forest tenure system. This paper expounded the significance of the matching system of collective forest tenure mort- gage, and analyzed the status and existing problems of the matching system of collective forest tenure mortgage-for- est tenure assessment, forest tenure insurance and forest tenure trading. Finally, some corresponding countermea- sures and suggestions were put forward to improve the matching system of collective forest tenure mortgage, in or- der to promote the loans on collective forest tenure mortgage and the development of forestry industry.
