山西省国有林场改革的探索与思考

Exploration and Reflection on the Reform of State-owned Forest Farms in Shanxi Province

文章通过对山西省国有林场改革的实践探索,从实施因地制宜、精准定性,紧扣方案、狠抓落实,完善制度、规范运作,依法依规、强化管理,适度整合、优化结构五大举措,针对改革后国有林场在基础设施建设、配套制度政策、金融债务化解等方面存在的问题,分析研判当前林业发展形势,紧密结合山西实际,提出了改革后国有林场的发展思路。

Based on the practice and exploration of the reform of the state-owned forest farms in Shanxi Province, from the five measures of implementing the reform which are adapting measures to local conditions and accurately determining the nature, closely linking up with the plan and paying close attention to the implementation, stan- dardizing and perfecting the operation, obeying the law and the regulations to strengthening the management, ap- propriately integrating and optimizing the structure, this paper aimed at the problems existed in the construction of the infrastructure, the supporting system and financial debt resolution administration of the state-owned forest farms after the reform. Combining closely with the reality of Shanxi Province, it analyzed the current forestry de- velopment situation and put forward the development ideas of the state-owned forest farm after the reform.
