山西省晋中市国有林场改革的成效和对策

Achievements and Countermeasures of State-owned Forest Farm Reform in Jinzhong, Shanxi

文章介绍了山西省晋中市国有林场在国有林场改革以来取得的成效：国有林场改革“三定”工作基本完成;启动相关配套政策,推进永久性生态公益林立法保护;职工保障安置工作基本完成,林场职工幸福指数得到提升。总结出在国有林场改革过程中存在林场森林管护购买服务有待完善;人才总数缺少,结构不够优化,职工队伍老龄化严重;集体公益林委托国有林场管理工作进展还有很大空间;国有林场林区基础设施仍然落后等问题。提出完善国有林场森林管护购买服务机制、加强国有林场人才建设工作、强化科技支撑、加快推进集体公益林委托国有林场管理工作以及着重改善国有林场基础设施4个方面的对策建议。

This paper introduced the achievements of the state-owned forest farms in Jinzhong City of Shanxi Prov- ince since the reform of the state-owned forest farms： ＂the three fixed＂ in the reform of the state-owned forest farms has been basically completed; the relevant supporting policies have been initiated to promote the legislative protection of the permanent ecological public welfare forest; the work of staff＇s social insurance and resettlement has been basically completed and the happiness index of the forest farms staff has been improved. It was concluded that there were some problems still existed in the reform of state-owned forest farms, such as the imperfection of forest management and purchase services, the shortage of talents, the inadequate optimization of the structure, the serious aging of the workforce, the progress of the management of state-owned forest farms entrusted by collective public welfare forests still had a large space, and the backwardness of the infrastructure of state-owned forest farms. It put forward the feasible countermeasures, including perfecting the forest management and purchase service mechanism of state-owned forest farms, strengthening the talent construction of state-owned forest farms, strengthening the sci- entific and technological support, accelerating the management of state-owned forest farms entrusted by collective public welfare forest, and emphatically improving the infrastructure of state-owned forest farms.
